Data Availability, Information Quality, Accountability...

What information and high-value data should we provide to make our agency more accountable, improve public knowledge of our work, and create economic opportunity? How can we make information and data available in a timely and accessible manner?

Make all online documents citable to a paragraph level

WHAT Urge governments to publish granular permalinks for all documents on their websites. Online rulemaking dockets

OMB Watch encourages the Department of the Interior to release to the public more information about regulatory decisionmaking. For information related to rulemakings, any documents, communications, or other material Interior's rulemaking agencies (e.g. Fish and Wildlife, Bureau of Land Management, etc.) choose to disclose should be placed in the electronic rulemaking docket accessible to the public at Regulations.gov. ...more »

Resume DOI Working Capital Fund Meetings & Broadcast on DOI TV

In order to promote greater transparency and accountability I would recommend that the Department resume its DOI Working Capital Fund meetings so that all Bureaus and Offices under the Department have a voice and a vote on items for which the Department is billing them. This was a very good practice, but for some reason has been discontinued. It would be great if we could also broadcast these meetings over at the very ...more »

Benchmarking of GIS software on OGC Services and Large Datasets

It would be useful to have regular benchmarking exercises performed on both commercial and open source GIS software on both the Windows and Linux 32-bit and 64-bit platforms. Such benchmarks would include serving up data via OGC web Services, http://www.opengeospatial.org/standards, such as WMS, WFS, WCS, SOS, etc. This exercise could be based on the techniques used at the 2009 FOSSG WMS Shootout. Also, desktop GIS ...more »

Allow DOI experts to speak freely to the public

Unlike other federal departments such as the Department of Commerce, the Department of the Interior (DOI) currently lacks a strong policy governing how agency scientists and experts can interact with the public and the media. As a result, the ability of DOI scientists to speak freely about their research is not uniformly protected and varies from agency to agency within DOI. Placing data sets on the website only gets ...more »

CRIMES IN INTERIOR DURING BUSH ADMINISTRATION

"Under Bush, the Interior Department became a lawless bureaucracy that actively worked to enrich the nation's most powerful energy interests. Top-level officials secretly allowed oil companies to keep billions in royalties owed to taxpayers, opened up 26 million acres of federal land to oil and gas drilling, denied wilderness protection to another 220 million acres, rewrote scientific reports to eliminate safeguards ...more »

Agency Accountability to Freedom of Information Act

The DOI should enact a monitoring and reporting system to demonstrate in clear terms how administrative units within its agencies are complying with President Obama's Freedom of Information Act memo. Metrics for demonstrating "a presumption of disclosure" and cooperation sought by that memo could be as simple as the number of annual FOIA appeals or lawsuits lost. Let's see some accountability and measurable progress ...more »

Perpetuate GIS and spatial capabilities to a much higher degree

DOI needs to more readily and completely understand and harness the true power of GIS and geospatial technologies when it comes to using these technologies to share information/knowledge to the public. As they say, "a picture is worth a thousand words", so why not disseminate information contained in the hundreds and hundreds of stove-piped DOI databases, systems & applications, etc. to the public through more complete ...more »

A better more accountable government starts with the workforce

I've read all the posts thus far and secrecy, mismanagement, and information availability seems to be a recurring theme. Most people fear what they do not know or understand. This is especially true when it comes to the federal workforce and technology. We finally have an Administration who is trying to get DOI into the 21st century but the public is still disappointed. They ask and for some reason we can't deliver. ...more »

To give the people what they want when it comes to the Web

I see that lots of people what DOI and especially BLM to open up. They want phone lists, databases, and real time information about the Wild Horse and Burros program and Recreation sites all offered on the Web. So here is the idea to accomplish all that. Change the way IT is done across DOI to allow for a better network configuration. DOI is not the CIA or the military and doesn't need to spend the money protecting data ...more »

Follow Standards of Ethical Conduct Provisions, 5 CFR Part 2635

I am writing to you today as a deeply disconcerted American citizen. Recently, it has been made available to the public, that approximately 90 proclaimed scientists have signed on to a letter drafted by Audubon North Carolina. This letter can be found at Web site http://www.islandfreepress.org/2010Archives/02.05.2010-AudubonLetterToN0PS.pdf The letter solicited signers to add their support in asking the National ...more »

Please improve DOI OIG complaint tracking and outcomes

I believe that all 70,000 Interior Department employees receive mandatory annual whistleblower training. The purpose of this training is to educate them on their duty as federal employees to report any fraud, waste, or illegal conduct that their immediate supervisors are not adequately addressing. This whistleblower training and program is critically important because it helps ensure that fraud, waste, or illegal conduct ...more »
