Applying Nash Equilibrium models to decision making

In an old StarTrek episode the robot Nomad sailed the universe seeking life, and upon finding it, implemented the fatal PrimeDirective. It is imperative that our organizational mission statements comply with a negative PrimeDirective, which may be stated: "It is our mission to improve the conditions for life, to grow in the ability to nurture life, and to explore all realms possibly related to life, universally seeking ...more »

Communities of Practice

Using social networking tools inside the Department and its Bureaus for the purpose of providing a secure and productive environment for communities of practice would go a long ways towards addressing many of our succession planning issues. The combination of retirements and fewer replacements results in too many lost chances for knoweldge transfer and effective mentoring. Inexperienced staff in local offices are too ...more »

Complete "business analyses" of key field level programs

At the field level, there is wide disparity in how federal staff complete their core work. For example, if you were to survey different parks, refuges, or forests on how they monitor, manage, and eradicate invasive plants, you would get a different answer most of the time from every unit. For this invasive plants example, a common framework focused on best practices for managing core work needs to be developed that includes ...more »

Idea for wild horse and burro program

Here's an idea concerning BLM's wild horse and burro program. Why not get congress to pass a national microchipping law for horses. All those individauls who own a horse have to get it micro-chipped and all those in the wild horse and burro program. That way they can be tracked with a digital profile that is located in the microchip. Very similar to the micro chips for dogs and cats. When the horse is bought or sold or ...more »

Core Values

While employees of the USFWS all support a common mission, there are no core values that are expressed or followed. Just like in the military (e.g., Honor, Courage, Commitment in the Navy), the USFWS could adopt some core values to subscribe by. Some suggestions would be: Open Communication, Teamwork, Respect for Others, and Accountability.

Integration of .gov and .com.

After corresponding with people on this forum I was pointed in this direction which seems to be a means to the end that I was seeking. For those interested in this topic here is a good place to start. http://openid.net/docs/Open_Trust_Frameworks_for_Govts.pdf Imagine if you will a site where any one in the world can log onto (like facebook) where you upload a picture to your profile. You then link those pictures ...more »

Searchable DOI wide phone list available on the web

In your new Content Management System you could build an application that takes some of the information from Active Directory and create a searchable DOI-wide phone/email directory. All the information from Active Directory would of course then need to be kept up to date reflecting employees moving to a different office or retiring.

Workload between government sites.

The USBR can not share it's shop work between it's sites. Why? Because Denver and Boise, the regional offices have to take there "cut" out of the products. The American people, the tax payers, are the biggest losers in this. Parts could be made cheaper in house and exchanged nation wide. If Grand Coulee Dam can produce upper hub bushings best and cheapest and Hoover Dam can produce lower hub bushings best and cheapest, ...more »

Migrate NPS Museum Curatorial Collections to Flickr

Flickr has an innovative project currently developing and growing, the Flickr Commons (http://www.flickr.com/commons), which acts as a repository for public domain photographs and documents. As everything that the DOI and NPS create, for the most part, are Public Domain works, this ready-made framework would allow for robust public access and interaction with NPS Museum collections. Flickr's comment and "favorite" systems ...more »

100% Telecommuting - The way of the future

One of the largest expenses that Interior has is the cost of office space and its associated utilities. The wonderful thing is that, thanks to technology, we no longer need to spend this money! Using laptops, VPN, and intelligent communications systems, just about every employee can easily work from the convenience of their own home. The only space we need is for our data centers that tie this equipment together. ...more »

Recognize Contribution of Birders

I read recently that Secretary of the Interior Ken Salazar and Secretary of Agriculture Tom Vilsack had created a Wildlife Heritage Hunting Council -- a new federal advisory group that would promote hunting and provide a forum for hunters to advise the Federal government on policies related to wildlife and habitat conservation. One of the justifications for this group was the fact that hunters buy Duck Stamps. As studies ...more »

New Bureau: The Department of Wild Equines and Area Management

" We are the Bureau of Land Management - not the Bureau of Wildlife, not the Bureau of Horses, not the Bureau of Cows. It's the Land." And this quote is true. The Bureau's mission is the attention to the health, maintenance and distribution of Public Lands. Wildlife, cattle and Wild Equines fall under the Bureau's purview as occupants of those lands. We have agencies whose responsibilities are maintenance of wildlife; ...more »
